Makau Mutua Advises Ruto To Walk Away After Uhuru's Executive Order

The latest Executive Order by President Uhuru Kenyatta has abolished the Presidency and instead put the Office of the Deputy President under the Office of the President.

The order will see to it that the Deputy President will not be able to act autonomously, but will depend on decisions made by the President or his office. This means that the Deputy President will no longer have the power to hire staff, have a budget or other related functions.

While reacting to the order, United States law professor Makau Mutua has advised Deputy President William Ruto to walk away. He has advised the Deputy president to walk away from the office after President Uhuru move to trim his powers.

He said that it is clear that the DP has gone through enough while working under the President. For that reason, he advised him to do what’s good for him this time.

“Will DP William Ruto resign now that he’s been reduced to a mere factotum — without responsibility or authority — in the office of the president? I would walk away if I were him,” Mutua tweeted.

He insisted that the move undermines DP’s power and he cannot make any decisions now without the President’s permission.

“The legal import and practical effect of executive order no 1 of 2020 is to neuter DP William Ruto and turn him into a mere officer within and under the total command of the office of the president,”

This comes days after Ruto men and women including Elgeyo Marakwet Senator Kipchumba Murkomen who was replaced by West Pokot Senator Samuel Poghisio as Senate Majority leader, Nakuru Senator Susan Kihika whose position as Senate Majority Whip was taken by Murang’a Senator and Prof Kithure Kindiki who was replaced by Prof Margaret Kamar as Deputy Speaker of the Senate were ousted from positions of privilege in both the National Assembly and the Senate.
